Just as it is important to conduct evaluation of programs and policies, it is also important that evaluation pays attention to community engagement within the broader program or policy. Clear Horizon advocates an integrated approach that places community engagement evaluation within program/policy evaluation; this course however focuses on engagement evaluation as a separate function so as to understand its character and form. There is a general consensus that both the theory and practice of monitoring and evaluation of engagement is still in its infancy. This course lays out a set of criteria and principles for use in the evaluation of engagement initiatives.
