Andy has a 20-year career which spans a diverse range of themes and locales, including water management, Aboriginal land use and management, and international development, monitoring and evaluation and change management. Andy holds a BSc (Honors) in Agriculture from the University of Reading (UK) and an MSc in Land and Water Management from Cranfield University (UK).

Andy is an extremely sensitive and analytical consultant. He has top-class people skills and can navigate comfortably from the board room to the field. Andy is also a skilled project manager, having managed large scale projects in Africa, Asia and Australia.

Working across a diverse portfolio including oganisational change, environment and NRM Andy’s role at Clear Horizon requires strong analytical skills. Andy works with Catchment Management Authorities, providing tailored training in Monitoring and Evaluation, and providing independent evaluation services. The training requires a good understanding of the circumstances of the client in order to ensure that the training is relevant & appropriate. The evaluations are often in situations where established monitoring processes do not necessarily provide sufficient evidence to link activities with expected or observed outcomes. Analysis is then required to ensure relevant, additional evidence is sought.

Prior to joining the team at Clear Horizon Andy worked at Oxfam co-managing a major change process through which senior management roles were devolved to the offices in the field. This involved in-depth situation analysis, an understanding of, and the development of strategies to address barriers to the uptake of the change, risk analysis and supporting the development of appropriate training materials. A critical part of evaluative work is ensuring that the work is tied into organisational processes that will lead to improved management decisions and organisational learning

During the 1990’s Andy spent several years working alongside Aboriginal people in the Northern Territory on matters relating to negotiation for sacred site protection, compensation packages, land use and land management. This included involvement in the negotiation of the compensation package for the Alice Springs to Darwin railway, negotiating with governments to improve Aboriginal access to land and to land management funding and supporting land use planning processes at both the community and catchment level. More recently Andy worked as the monitoring and evaluation coordinator for the Oxfam international Tsunami response, providing M&E support to Oxfams in Indonesia, South India and Sri Lanka.
