Rick Davies is an Australian, based in Cambridge, UK. He has worked with international development aid programmes since 1983, and has specialised in monitoring and evaluation since the early 1990s. His PhD thesis was on organisational learning in non-government aid organisations, with field work in Bangladesh. It was there he developed the Most Significant Changes (MSC) approach to monitoring, which has since been widely adopted and adapted by government and non-governement bodies in developing and developed economies. His current interest is in the design and implemenation of monitoring and evaluation frameworks for large scale and complex programmes, operating at national and international levels. His recent conference papers and journal articles can be found here. Rick also manages the Monitoring and Evaluation NEWS website, which is funded by 1O UK NGOs and has been in operation since 1997.
