Welcome to Clear Horizon! We are a group of specialists in monitoring, evaluation, reporting and program improvement, headed by Dr Jess Dart. We pride ourselves in producing in-depth and analytical evaluation reports based on the latest theories in international program evaluation literature.

A common thread across all our work is our desire to build the capacity of our clients to do their own effective monitoring and evaluation - therefore we embrace participatory approaches to Monitoring and Evaluation. Our consultants have expertise in the Most Significant Change technique and other qualitative methods such as People-Centred Evaluation. We are also experienced and able trainers and offer both public and in-house training. A key tool of our approach is participatory facilitation.
