ACCESS is a new bilateral aid partnership between the Government of Australia and the Royal Government of Cambodia, managed by Cowater Segema in partnership with Clear Horizon. The program which will run from 2018 to 2021 aims to improve the sustainability, quality and inclusiveness of services for persons with disabilities and for women affected by gender-based violence. The program works in partnership with the Cambodian government to support the implementation of the National Action Plan to Prevent Violence Against Women and the National Disability Strategic Plan.

Clear Horizon facilitated the development of an ACCESS program logic and used this logic to inform the development of a MEL framework that sets out the purposes, principles and audiences of the MEL system. Clear Horizon is leading on the implementation of the MEL, providing on-going M&E support including designing all MEL tools, quality assurance of the MEL implementation, facilitation of six-monthly reflection workshops, undertaking research and evaluations, and supporting the program team’s progress reporting.
