GWSI integrates regional and global policy engagement by DFAT to elevate the profile of water scarcity issues in global forums with country-level adaptive policy assistance in a (yet to be selected) set of partner countries to improve their management of water scarcity risks. Clear Horizon was responsible for: preparing a design analysis and consultation plan; conducting and synthesising a situation analysis; facilitating workshop discussions on key design issues; assisting DFAT to clarify the investment’s strategic rationale and make evidence-informed design decisions; ensuring appropriate consideration of gender and social inclusion issues; and developing the investment design document. The design was rated highly by an independent appraiser including achieving the highest rating for its program logic and M&E section.
