Clear Horizon and GHD Pty Ltd (GHD) are partners in Monitoring and Evaluation (M&E) House (Buka Hatene) in Timor-Leste. M&E House is a four-year investment funded by the Australia’s development program.

M&E House provides M&E technical and advisory services to the Australian Embassy in Timor-Leste and implementing partners to collect and use credible information to improve Australia’s development program. The overall goal for M&E House is to ensure that Australia’s aid program is high performing and continually improving.

Clear Horizon provides M&E specialists for M&E House to apply leading-edge M&E approaches. Clear Horizon has provided support to M&E House in the following areas:


  • Performance Assessment Framework (PAF),

  • Aid Quality Check (AQC) process,

  • M&E stocktake in 2017 and 2018,

  • Sector reviews, e.g. nutrition, and health

  • Evaluation capacity building

Clear Horizon provided support, in collaboration with IMPACT Initiatives, in developing M&E House’s Management Information System (MIS) Options Paper for DFAT.  Clear Horizon also established a learning dialogues method to assist DFAT implementing partners to generate supporting evidence, findings and recommendations to improve the quality of progress reporting and emphasise the need for improved adaptation and learning.
