Clear Horizon was engaged, between 2016 and 2017, to facilitate and support a partner-led evaluation of KNOWFOR.


KNOWFOR was a forestry research and knowledge program funded by the UK Government. It was a partnership program between the Department for International Development (DFID) and three implementing partners (Center for International Forestry Research (CIFOR); the International Union for Conservation of Nature (IUCN); and the World Bank Programme of Forests (PROFOR)).


A partner-led evaluation is a joint evaluation where all implementing partners share equal responsibility for evaluation design, planning and implementation, including data collection, analysis and reporting. A partner led evaluation is most suitable when there is a strong focus on internal learning and capacity building. This approach is likely to increase partners’ sense of ownership and uptake of learning.

Clear Horizon’s role, as an evaluation facilitator,  was to facilitate, manage and coordinate the overall evaluation process, the learning environment, the development of evaluation findings and support the reporting. This included undertaking the project management role to manage the evaluation’s implementation.
