ESIP is a four-year DFAT-funded program (2019 to 2022) implemented by Cardno in partnership with Clear Horizon that aims to improve the quality of infrastructure in PNG. The program has begun with the energy, telecommunications and water and sanitation sectors and over time, may also provide support to the education and health sectors. The program will work simultaneously at the project, sector and national levels. It will use project-level investments to improve service delivery, while also building on these to inform broader national level policy, financing and planning reforms necessary for sustained long term change.

Clear Horizon will provide ongoing M&E support to ESIP, including developing the whole of program M&E framework, M&E plans for each sector, undertaking formative and summative evaluations, quality assuring data, capacity building of the program team, supporting program reporting, and contributing to the overall management and decision making.
