Between 2011 and 2013 the Australian Government established the Pacific Seasonal Worker Pilot Scheme (PSWPS). The PSWPS provided seasonal employment for workers from the Pacific and Timor-Leste in Australia. This evaluation was conducted from late 2012 until early 2013.

The report focused on the development component of the initiative delivered by AusAID, which focused on increasing the benefits for participating individuals and assisting Pacific Island Countries (PICs) to improve their capacity to supply labour within the scheme.

In accordance with Development Assistance Criteria (DAC) the evaluation principally assessed the relevance, effectiveness and sustainability of the pilot.
