Clear Horizon undertook a mid-term review of the Tuvalu Fisheries Support Programme (TFSP) funded by the New Zealand Ministry of Foreign Affairs and Trade (MFAT). The evaluation used a theory-based approach, which included testing the existing Theory of Change (ToC) against results to date and identifying what was working and what wasn’t and why. Clear Horizon worked with a local consultant to collect data. The evaluation identified strengths and gaps, including factors that constrained the sustainability of outcomes. A revised ToC was developed collaboratively with key stakeholders in MFAT to inform the remainder of the implementation period.
