Design and Evaluation Support Services (DESS) for the DFAT Indonesian aid program – 2014-2016.

In 2014-15 The Australian Government Department of Foreign Affairs and Trade (DFAT) invested $627.7 million dollars in the Indonesian aid program. Each year it produces a public document – the Indonesia Aid Program Performance report. All of the investments need to be quality assured, with the highest standards of design, monitoring and evaluation. However, designing and evaluating complex aid programs is a specialist field – and because of this DFAT reached out to the market.

In 2014 Clear Horizon commenced a two-year contract to provide advisory services on design, evaluation and strategy to the DFAT Indonesia aid Program. Through this service we provided written reviews of evaluations plans, reports and designs as well as providing high level support to help measure the performance of the whole aid program. In September 2016 we were excited to commence the next iteration of this contract that lasts a further two years.
