Clear Horizon is a vibrant consultancy business specialising in program design, evaluation and evaluation capacity building. We work across all sectors, for all levels of government, non for profit organisations, industry bodies and multilateral and bilateral donors.  We require a dynamic person to fill a Senior Consultant role based in our Melbourne office in Cremorne with frequent domestic and international travel.

Position details

The Senior Consultant is responsible for winning and delivering a range of services to domestic and international clients.  This includes design, monitoring, and evaluation services at the project, program, strategy and organisational levels.  The position is part of the Aid Effectiveness team, working predominantly on international development and humanitarian programs across the Asia-Pacific region.

We are seeking a person with exceptional client management skills, is resilient in fluid environments and enjoys working in a fast-paced workplace with an emphasis on producing high quality outputs.  We need a team player who is comfortable working as a member of a small team, but who’s also comfortable working independently at times. It is essential the candidate has a strong background in one or more of Clear Horizon's service areas, preferably in international development in the Asia-Pacific region.

Key Selection Criteria

Minimum Education Standards

Post graduate qualifications in evaluation, economics, international development, and/or related fields. 


  • Background in trade, inclusive economic growth, private sector engagement, or related area
  • International development and/or humanitarian experience, preferably in the Asia-Pacific region. 
  • Experience in the collaborative design and delivery of program design and M&E services, including:        

            -    the design and delivery of complex evaluations

            -    the development of monitoring and evaluation (M&E) systems, and M&E plans/strategies or frameworks

            -    program logic/ theory of change processes

  • Demonstrated experience in mixed method evaluation approaches
  • Experience working in a consultancy role, including a demonstrated ability to support the development of successful proposals
  • Demonstrated project management skills, the ability to work both autonomously and as part of a team, prioritise workload and work to timelines.
  • Strong written communication and report writing skills
  • Excellent verbal communication and interpersonal skills
  • Flexibility to travel on a regular basis including valid passport and AFP police checks (frequent domestic and international travel is part of this role)
  • At least 10 years of experience, with at least 5 years of international experience


  • Experience with bilateral or multilateral donors (i.e. DFAT, DFID, World Bank, United Nations, others) and managing contractors
  • Experience conducting training in design, monitoring and evaluation.
  • Experience as a team leader on evaluations
