Since 2017, Clear Horizon has been providing Monitoring and Evaluation (M&E) support for Partnership for Knowledge-based Poverty Reduction (PKPR) and Local Solutions to Poverty (LSP) facility, implemented by the World Bank in Indonesia. The programs are funded by a Multi-Donor Trust Fund (MDTF).

The Partnership for Knowledge-based Poverty Reduction (PKPR) forms one part of the World Bank’s Indonesia program that works with the Government of Indonesia to strengthen evidence-based policy and program decisions aimed at poverty reduction.


Local Solutions to Poverty (LSP) facility aims to assist the Government of Indonesia to improve the quality of life of poor and vulnerable Indonesians through local solutions to reduce poverty and inequality.

Clear Horizon facilitated the development of the Monitoring, Evaluation and Learning (MEL) Plan for PKPR and LSP in 2017. Currently we are providing on-going M&E support to implement the MEL plan, using influence log to record instances of influence, applying activity log to track the progress of program activities and developing case studies related to the policy influence activities and program.
